Budget for the People: Engaging Frontline Staff in Financial Management and the Budget Process

Session Description: The budget process determines how well our programs and facilities are funded, and therefore how well we can serve our communities – but it is often shrouded in secrecy, and we often do a poor job building staff capacity for financial management. This session will describe several strategies used by the Recreation Division of Seattle Parks and Recreation to (i) engage front-line staff in the budget process and (ii) inspire and train staff to embrace financial management. It will also facilitate conversation among attendees on strategies they use in their agencies for these aims.

Learning Objectives:

  1. Participants will reflect on their own agency budget processes, with an eye toward innovation.
  2. Participants will understand and be able to apply several strategies for engaging front-line staff in the budget process.
  3. Participants will develop strategies for building the capacity of front-line staff to understand and succeed at financial management.

Speakers: Justin Hellier

About the Speakers: Justin Hellier works for the Recreation Division of Seattle Parks and Recreation, focused on budget, policy, and performance management for community centers, pools, and environmental learning centers, as well as programs for teens, older adults, people with disabilities, immigrants and refugees, and more. Previously, he worked in a variety of roles for environmental, youth development, and education organizations.
